Create a business idea, buy the domain name, use elance.com and pay someone to create a website, buy internet hosting, use google for advertising... ?

First identify what type of business you wanna get in. Next get a Domain website or if you don't wanna pay, you can get a website free through blogspot or myspace account. Next, if you can hire someone to design the website then go ahead but if not then wordpress is pretty easy to use and set up. Before anything else get a name where people can remember and get a wordtracker to see if the words you are using are the ones that is mostly typed by most users. Then you probably need an e-commerce system to track your sales and customers. Set up an paypal account for international users for easier payment access or just set up a bank account and set direction for customers to understand when making payment. After a working website, you will need to market your business to various related forums and other social medias like facebook, twitter and technoratti.
